Voice-over-IP service providers have found a new mechanism to set up phone services in countries where they may not have a license, using the SMS feature of mobile phones. SMS messages to a prepaid service set up callback phone calls that are routed over an IP voice network.

With SMS callback users initiate voice calls by sending an SMS text message from a GSM cell phone that is routed to a Web address established by the voice-over-IP service provider. Within seconds, the service provider's softswitch sets up calls back to the originating caller and the called party.
